If you're looking for an open museum during the #shutdown, this place is lovely. Bonus: patio with wifi, outlets, good food and Tryst coffee.

The new Tryst Cafe at the Phillips Collection is absolutely wonderful (check out the patio!), and you don't need to pay admission to go.
